In the state of Kentucky there is no such thing as bondsman and all percent bonds go through the court so it being a cash bond and not a percent bond means he had to post all of it

16:45 this analyst is one of the first to say what is very important here. And not for sympathy or softer sentences, but because this terrible issue is not being dealt with in a manner that reduces these acts but in fact tortures an individual and often exposes the perpetrator to more abuse while being "rehabilitated" which often spurns worst behavior when these individuals are released from jail and no one ever says anything about the inmates that are allowed to abuse these perpetrators who I would be more concerned about if let out in my community as they are generally general population inmates and arent going to be on the registry. Secret sexaual predators groomed and created by prison guards and a syetem that thinks magical thinking and violence curbs these types of behaviors. Not all can be rehabilitated and those need to stay incarcerated but there must be some sensitivity and real methods used to counsel these types of offenders to not reofdend. I also believe that most victims would feel better to know that their abuser no longer abused and that they nor anyone else will suffer under them, the idea that a victim would feel safer knowing their abuser is being tortured than teleased is actually probably not as effective for a victims journey to feeling safe.
